Backup Exec 9.0 recovery without backup server

Hi,
We lost our backup server (Backup Exec 9.0) the other day, just the OS/software not the hardware. I don't have a Ghost image but I do have the server and a lot of other data backed up to tape. Can I use the tape backups at all? If so is it possible to recover the backup server from tape somehow? I'm just looking for some possibilities here.

Install Windows, harden, install BE, inventory, catalogue and restore whatever you want. Remember that restoring software files won't let the app work as you won't be restoring the relevant keys in the registry.
