Backup Design Recommendation

I need to enlist the help of all of you in the best way to design my backup structure. I have 36 remote sites that range from a few users to about 100 users. I am purchasing new servers and want to re-design the backups. Rather than have a backup tape drive on each site I would like to do centralised backups, so every night I want to replicate the data to a central point and then backup to disk/tape/both. The other option is to simply backup over the network but the site links are not very good, 64K.
Will Replicate Exec be a good option for this design. I have never used it before so any input will be appreciated.
Also I will need to possibly backup Exchange database on some sites. Bottom line is I do not want to rely on users having to change tapes everyday. I also want to stay away from tape library's - cost being one of the factors.
3rd party backup companies (backup over internet) are not an option
