Srtictly speaking, the answer is yes:
you have to use backup "by inode" (not using backup -i ..., that is called "by file". See backup documentation, for correct syntax.
Instead if you intend for "not mounted JFS" a raw logical volume, use cplv command (also by smit)
savevg does not save umounted fs: it saves all mounted fs in
a volume-group ( used to backup not rootvg group of disks, as only data usually)
