backup agent error "28" connection error

My company have 1 PDC, 1 workstation w/ ARCserve2K, SQL 7 server. But ARCserve2K can't connect to the SQL server.And show the message

backup agent error "28" connection error

Anybody know what problem is it?

need the full error code and where is what [pdc/workstation]
Also if remote are you using the nt client agent?
