Backround does not follow roaming profile

I recently set up roaming profiles with a LOT of my users, and now the background they set does not always come up when they log in. If they go to the display properties and click on the display tab, the background they want is highlighted, and if they click OK (the Apply button is greyed out) it shows up as the background. This happens with any background, and they are only trying to use a windows XP background (the purple flower). Any ideas? i am stumped!

In your Group Policy settings you are not permiting persistent user changes to their Desktop.

A test: if you create a New User, is the background correct?

If not, the Policy is not comprehensive enough. Did you also enforce Group Policy for only .BMP type backgrounds?

Actually all of the settings that pertain to the background or desktop are not configured.
