Backlight Time Out on Avaya Phones Stopped Working

I'm going to preface this by saying I know just enough about this phone system to add users and navigate around IP Office Manager.

We have Avaya 1616-I phones. We use IP 500V2
IP Office Manager is version 9.1.11.0 build 202

The backlight has all of a sudden stopped dimming on the entire phone system. It used to dim after 2 hours of inactivity but this has ceased. I have previously edited this setting using the 46xxsettings.txt file but the phone is no longer seeming to pull settings from that .txt file

Any pointers on where to check would be great!
 
Try a full reboot and see if the phones pull down the settings file
 
Did a full reboot on the phone system, the server that the IP Manager is installed on and all of the phones. No change.

I even downloaded a totally different 46xxsettings files to see if ours was corrupt and that made no difference either.
 
We’re do the ipo pull the Files from.
Is it the Manager,Ipo memory card , file server.

Try changing the file to pull from the ipo memory card
 
it pulls from the server that IP Office is installed on. How do we go about moving that to the memory card?
