Backingup users on server.

Dear All,
We have a linux server. I am backing up folder /home,/etc.
in the form of compressed tar file. I have around 100 users in it.In case the server fails and if I happended to reinstall the server its very teadious job to recreate the users with the same UID and GID. Please some body suggest how can I backup the users in the server so that if I restore those files I should be able to get back the users as it was on the original server. Also please suggest me what other folder and files are important for backup.

/var is a good directory to back up also.
