backing up system state on 2003

Im trying to back up the system state but it keeps saying
that it skipped the ntFRS folder in Sysvol. How do I get
this backed up. Iv read you can net stop ntfrs then back up
and then net start ntfrs.
Has anybody else had this problem.
Just 1 DC running 2003 standard
