Is there a way to insert a picture or import a file to use a background in AutoCAD? Im hoping there is, and it could work similar to using trace paper.
 
You could copy/paste (OLE) a raster file into AutoCAD (or LT) and resize it using the handles. If you right-click on the image, use 'Send to back' and turn off the 'Selectable' option, you can draw geometry over the picture.

If it's a scan of a legacy drawing, you *could* effectively trace it (providing the scan is of good enough quality!).
