Background Problems

Hi

I want to put a background onto a web page in Dreamweaver but I want it to shrink and expand with the web browser window and not crop (i.e. if someone has the web window covering their full screen showing all the background and they shrink the web window the background shrinks with it so it still shows everything!) Hope I have explained it correctly!

Also if I am doing my background in photoshop what size do I do it, i am working on a 19 inch monitor with a resolution of 1280x1024 do i make the photoshop file that size or something else... sorry i'm a novice at this!
