background pictures

i know this is probaly simple simon but i completly forogtten how to do it.

what i need its a backgorund picture, which is aligned in the center of the screen and when you scroll it doesn't move, just the foreground text pictures etc. also i don't want it to repeat or anything just one single instance of it.
