Background noise during outgoing calls

I know this may be a long-shot but I just recently moved my organization's telephone system, it is a Norstar MICS system. Overall the move went pretty good except for one nagging issue

Some of my users report they hear a fax machine sound while calling outside lines, this only seems to happen periodically. Our norstar system is setup to dial 9 to get outside to the community. Users report the person they called can hear the sound too. The phone system has 10 DID 2-way trunks coming in from the CO.

All of my fax machines are regular POTS lines and are separate from the Norstar phone system. I have started to catalog these reports from my users to try and see if there are any similarities among the complaints. I was hoping someone might have some ideas for me to look into. Thank you for your help.
 
You might have a split pair, or wires touching on your line block giving you some cross-feed.
