background image with overlay which Hover when over a specific Area/Form

Hello Experts, I am looking to build a web page which has a background image sort of seating stadium.
I'd like to create Forms on top of this background image which will re-size if the screen change, the form are required to follow the background image. example seat section, etc...

I've seen many post that people used SVG to make this possible.
If SVG is the way to go, How can I figure out to draw the form on top of this background image and generate the SVG code. Not sure it exist anyway, but was thinking to use my iPad Pro with Pencil to use 1 layer as the background image and draw on top which gives the specific SVG code for each forms created.
I tried with GIMP or Inkscape, but could not figure out if this is even possible with these tools.

Am I on the correct path ? or I should look for something else...
