Background image manipulcation

Hi,

I am developing a program that has a number of nodes and links between nodes shown in a map. This map can be scrolled around and zoomed in on.

The map now has a background image on which it is drawn. I need this background image to scroll and zoom along with the map so that nodes stay relative to their position on the background map.

Any suggestions as to how to go about this would be appreciated.
