Simple answer is Layers and Layer Blending modes.
Do each bit on a separate layer. You can then alter the opacity of the layers using the % box at the top right of the layers palette. The top left box (marked "normal" by default) in the layers palette has many options for blending layers together - EXPERIMENT.
