background color not appearing at bottom of 1600x1200

Hello
I am working on a site that I have applied a background color of black and it also has a background image. Everything is fine for all the folks who dont have a resolution of 1600x1200 like I do - at a certain point that background becomes white. ANy ideas why this is happening?
