Back up to PRI

I have IPO 2.1(27) and i need to have my 3 POTS lines set up as a back up when the PRI is out of service. I thout I had it right but when the PRI went down it did not work. Any help is appreciated.

So you are using LCR ? with a timeout and an alternate route?

If this fall back fails program a short code to access the other outgoing line group with a # prefix as a backup
