Back up server will not switch automatically when Primary is down

I have flashed the bios to make both servers the same and have the com ports set up correctly and have tested the cable. however I get a message when the backup is in standby
Not Ready attempting to establish link with Primary. manual switching is OK(F8). any sugestions?
