The few times I attempt to "Stop" a job in Brightstor 2000, it never seems to stop it. I end up rebooting most of the time. Is there a correct procedure to stop a job?

It can depend on what is going on at the time. The job could be waiting for a response from a client agent or for the tape device to respond to a command. In any such case the job will not stop until that other operation has finished.
