Aztech Modem and TAPI on Me

I have an Aztech Modem that the documentation says is TAPI compliant. However when using several software products using TAPI components I get the message "Modem is not TAPI compliant."

The modem will do a dial out but not pickup a call.

Any one have clues or suggestions?
