Aysnchronous commications useing icf and hardware flow control

I am not sure of the correct settings on my modem IBM 7857 and my line settings on the iseries to achive proper hardware flow control. I have had the other end sniff my line and they dont see me handling flow control properly. I have the settings to what the manual says for CTS/RTS or hardware flow control but it doesnt seem to be working properly. I have entered *hardware for flow control on the asynch line description and it doesnt seem to help.

Any ideas would be greatly appreciated
