AVi and timecode

Is there someone who has maybe developed a nice little tool for doing this:

An AVI file starts normally at : 00.00.00.00 (in for instance Premiere). I am looking for a tool that enable you to change this timecode in any userdefined timecode, for instance 00.02.48.32.12.
It would be nice to keep the other details (PAL, NTSC etc.)

Does anyone have this or does anyone consider this a challenge?
