Avaya Twinned Phone call going directly to phone VM?

So I have a new employee and setup twinning as I would any other user. For some strange reason when I twin to his phone, his voicemail picks up the call immediately. When I call his cell phone (from the same Avaya system) it rings just fine. So weird as the phone should not see anything different? Using the latest IP Office Essential on 500v2. Tried changing mobile delay from a range of 0-3 with no luck. He has an Iphone if that helps? Not sure if anyone else uses Iphones.

What are you using for trunks? SIP? PRI?

I am self taught (10 years of use) so excuse any ignorance in my answer but I use a SIP connection (modem and router looking thing, that is separate from my internet ONT). Provided by my local ISP for specific SIP phone system.

If your using a SIP trunk line, in the SIP URI, set the Forwarding/Twinning to "Caller"
