Avaya to Siemens modem problems

I have an Avaya S8700 r2.1 with an analog line (tn746b) connected to a Siemens Custom Callout Adapter. This device is a remote maintenance modem and I'm not sure (forgive my ignorance, I'm an Avaya guy)how it is different from a standard modem. When I call the Siemens from the s8700 it connects fine. when I call from any other switch or the PSTN the modem picks up but the caller only hears ringback. When I trace the station that the Siemens is connected to it shows that it is ringing even though the modem has picked up. When we put the same line into a standard 56k modem it works from anywhere. The Siemens techs have tried swapping their equipment and want to call it a trunking issue. That would sound right except that the 56k modem hits consistently. Also that would mean that all our private tie lines, long distance, local and other trunks are all misconfigured to block that specific type of modem. They insist that there are no settings in their equipment that need to be changed. My head hurts!

to the latest firmware, there are tons of small errors fixed in each release, and there is a new release pretty much every month.
 
OK, I've read this 5 times and it just isn't hitting home, so let me break it up into chunks to try and understand it better.

First, the Siemens CCA is designed for remote maintenance access to the system and for the system to dial out trouble if you have a contract. The CCA is connected to one of the maintenance ports on the Siemens using a serial cable. Tho the best of my knowledge there is usually an USR modem inside of some variety.

So if I understand you correctly, instead of having a standard PSTN line connected to the CCA for dial-in/out access you have it connected to an Analog port on your Avaya system. When you call the extension of that analog port the CCA connects and works fine?

So does it only work if you dial that analog port as an extension, or can you dial that extension from outside (DID) and have it work as well?

When you start losing me is when you say "when I trace the station that the Siemens is connected to".... This confuses me because you just said you have the CCA hooked to the Avaya. You can't have it hooked both to the Avaya and the Siemens at the same time - the two phone lines would clash. Are you disconnecting it from the Avaya and then hooking it to an Analog port on the Siemens?

You do realize (I assume) that the second phone jack on the CCA is merely a pass-thru like a regular modem and will be disconnected as soon as the CCA goes off-hook? It is not there to allow a second line to be connected.

It might be a really simple question but you asked it in a really confusing way. What are you trying to do with that CCA? I have used one on occasion for a modem when I was really lazy, but they're not really intended for that purpose.
