Avaya Site Administration will not restore annoucments to some gateways

We have CM 6.3 with about 20 remote media gateways. I can use the ASA software to backup the announcements in all of our remote gateways. I can also use ASA to restore announcements on some of our gateways. However on a few gateways when I try to restore an announcement I am getting an error in ASA "Restore Announcement failed for: 012V9. Unable to upload file to the remote host. Error: Failed to initialize SSL/TLS connection."

Is this a setting in the gateway or something on our network?

Sometimes I reboot my computer and try uploading the announcement again and it works
do a display integrated-annc-boards and make sure you have enough remaining time on your announcement boards
Try uploading the announcements from a different computer or server (from a different site)
In a desperate time I would hold my phone up to my computer speakers, play the announcement and just re-record it on the phone directly to the board. It's tricky timing-wise but use your finger on the switch hook to disconnect quietly vs. setting down the handset when finished.

Thanks for the feed back. Someone showed me how to use WinSCP. Worked just fine, no errors.
