Avaya Site Administration (ASA) SP 14 install issues

Has anyone had issues getting SP 14 installed on windows 10?
I have several colleagues who are working with their IT department to no avail.
IT person is logged in as administrator but keeps getting error saying that Site Administration is running when it is not.
They have checked services, etc. and found nothing.
If anyone has any ideas, it would be greatly appreciated as the IT department is at a loss.

nope. i'm running SP 14.03 on Win10 and have been doing so for ages.

I happen to be local admin on my machine, but it runs fine when I run it under my user as well as when I run it as admin.

Rebooting did not fix the issue; they had the same trouble when installing on my laptop but IT was able to somehow get it to work. It keeps giving the error that ASA is running when it is not so the Service Pack never installs.

I was just looking to see if there might be a service that is not obvious that may keep make it think that ASA is running.
