Have a SIP link from an Avaya Session Manager to Cisco 2921 (Version 15.7(3)M) and in call setup inbound to the Cisco it is not returning a 180 Ringing Message (Caller does hear ring tone) so after 30 seconds the carrier closes the link due to timer expiry. Answer the call inside the 30 seconds and correct connect is sent and call is ok.

avaya cisco
---------invite------->
<-----100 trying-------
<----183 Progress------
-------PRACK---------->
<------200 OK----------
30sec
------CANCEL---------->
<------200 OK----------
<-----REQ Cancelled----
-------ACK------------>

Is there a setting for the cisco to send the 180 Ringing instead of just providing the tone in band?

I believe this would be Early Media on a CM TG.
Otherwise, this needs to be configured on whatever is initiating the invite to the ASM (proxy).

You never sent an ACK to the 200OK

Something about the 200OK must be finnicky.

I have lost access for a couple of weeks so will take it up again then. Thanks for the suggestions, I still have access on the cisco so might see if I can check Early Media. For full details the call passes from the PSTN over ISDN to a Sonus UX, ISDN CS1000, ISDN IP Office, SIP ASM, SIP Cisco.
