Avaya phones reboot question

Hi All, I would like to have an opinion on something.

I have an avaya server edition version 10 that is a at location A and all the phones are located on different remote sites using vpn.
All the locations are working normally except for one location ( we will call it location F) where the phones keep rebooting constantly or if you manage to login 2 phones, both will have the same extension.

In this location F the phones are connected to a cisco cathalyst switch and this network is handled by the IT there.
I don't know why but something strange is happening on that network.
A test has been done where we bypassed the network using a vpn that was created out side and the phones we connected are working.
The problem is phones need to connect on that network so they can connect the pc's behind them.

At another location where the phone are working we used cisco switch 350 with no issues.

Could the cathalyst switch be having issue with the avaya phone (1608) or something else may be going on.
What else should be checked that may be causing the issue of rebooting?

What error is it giving you on the phones that are rebooting? Are they losing registration? Can you attach some logs to see what is going on
 
Maybe check if the Catalyst is doing any H323 transforms. Disable that and see what happens.
 
If you have VPN there is also some kind of firewall involved I assume?

As said, make sure it doesn't have RAS/H.323 ALG, service inspection, or what ever the brand decides to call the feature.

You could also double-check the MAC addresses on the 1608 phones, a certain software broke the phone so they all got the same MAC, but that was several years ago.
