Avaya MMC power question

We've noticed we have Avaya MMC cabinets that allow for a battery bypass to be installed on J11 (on the back of the power supply at the bottom) and we have cabinets that in no way shape or form seem to have the J11 jumper. In fact, they look like more of a "caged" power unit. Anybody ever see this, and how do you bypass the batteries on the "caged" units?
