SIP integration with external SES server on S8800 server

peer mail exchange 2007 SP2 ( Windows Server 2008 SP2 )
peer directory ( Windows Server 2008 SP2 )
this system has been in for about 2 months but getting lots of errors events:
seeing these a few times a day but only last about 30 seconds in that I see a 1319 and then 1320. ( network congestion ? )
1319 (off-line with peer-mail)
1320 (on-line with peer-mail)
at times seeing 1233
Domain Service Manager: Cannot get the voice mail domain property HRSULT=80041008 Check that the peer mail server an its services are running.
the 1233 issues causes an issue with a access voicemail and unable to open VMSC
" Failed to retrieve list of Message Application Servers in the vmdom voice mail domain ( 80041008 ) the data source is not currently available "
both the MAS and the network port the MAS is connected are locked at 100 / FULL. ( have set this to 100 / full and Gig at other sites without issue)
network tech says he is seeing no errors on the LAN / ports and or exchange.

the temp resolve is stop and start the MM MAS service.
