Avaya K155 can make outgoing calls but cannot receive them

As the title states, it is able to make calls internally and externally but when you attempt to call the extension you get a busy signal, no ring. Why is this?

DnD? Fwd Uncon? ICR blank or corrupted? Have you tried anything?
