Avaya J129 SIP Phones

I've got some Avaya J129 phones working fine but some of the most recent phones I've tried to install I am getting an error on the display "No SIP Proxies Configured". We are running Avaya System/Session Manager 7.1, Communications Manager 7.1 and using the utility server to update the 46XX files for the phones. We have the network set up where all you have to do is plug the phone in and during the bootup process it receives the vlan info and call server info. I can plug in one phone and it boots up fine and eventually you'll get the display asking for the login and password. Once you enter the extension number and password it works fine. The next phone I pull out of the box and plug into the same jack as used before I get the message "No SIP Proxies Configured". very frustrating......Any suggestions or anybody run across this before?
 
Probably not getting a set sip_controller_list from the settings file.

Are you TLS? TCP? Are you using demo certs? Those aren't included in the phone's firmware bundles anymore by default. if you are providing a SIP proxy in the config file, then maybe a traceSM with TLS handshaking enabled might point to a cert problem.
