Avaya IPO Server Edition and it's Gateway - ACR Not Collect All Users

Hello ,,,
I have IPO Server Edition and 4 IPO500v2 Connected to it.
Have IP Endpoint configured directly to a server, Analog and Digital Sets connected to gateway's
Following the below from the Installation Guide:
1. Select the “Add” in the bottom right-hand corner.
2. API: Select Devlin 3 (Recommended)
3. Site Name: The default site name will be IP Oce. Change this if desired (recommended if you
are on an SCN or Server Edition).
4. IP Address of IP Oce: Put in the proper IP Address for your IP Oce connection.
5. DevLink3 Use TLS: Set to “True” if using TLS.
6. DevLink3 Username: Enter the correct username to your DevLink3.
7. DevLink3 Password: Enter the correct password to your DevLink3.
8. External Trunks: Leave default.
9. Hit “OK”.
10. If you are on an SCN or Server Edition, you can add each additional site by repeating steps 1-9.
11. Once you are finished adding the IP Oce connections click “Next”.

I am Following the steps and connecting to the Primary server (1-9)
when adding the gateways as step 10, and refresh the users, nothing changed just the users exists
on the primary server.
First I am used the same Service user name and Password created on Server Edition as it's common
on all servers and gateways.
Today I am add to test another Service user and Password for one gateway to test, but nothing
changed.
the customer has 1000 License Users, the only shown in ACR is 329, the total user now is 490.
