Avaya IP Phone Debug/Syslog

Ok, I'm hoping someone can set me straight.

Now I'm trying to set up remote syslog / debug. I was under the impression I could configure Sys Log server and log level in the 46xxsettings file using the following. However the log level never seems to change on the phone, I have to change that manually and no matter what level I set it to all I get is "one" NOTIFY message on the Sys Log Server. I then found the DEBUG under Craft Procedures. I enabled that, it rebooted it came back up and I selected "Send report to server" but that eventually said Backup Failed. I'm trying to get real time or as close to real time debugs/syslogs from the phones. Please point me in the right direction if I've gone astray.

I read that the DEBUG sends the info to the server listed in the SET BRURI. I set that up and my regular BACKUPS of phone data works, I see it in the file I have specified. However when I do the DEBUGS they fail. I see in the logs where the request is hitting the server but don't see any reject or error message.

Ok, probably talking to myself here but here goes! :) So a non-VPN phone works as designed. However with a VPN phone I receive a syslog message but it happens once every twenty minutes and it looks like this,

NOTICE 1000 "corp login" Connected (00430 Mins:00 Failovers) through 204.X.X.X, Free mem 11692 KB, IPsec stats sent:336112,r_drops:11,rcvd:336358

I would expect to see other things like INFO, WARNING and DEBUG messages?
