Is there a Way to Downgrade the firmware from IP Phone 1140E from SIP to H.323 ???

There is no H.323 firmware for Nortel IP phones.

There is a way to downgrade the firmware from SIP to UNIStim.

This might help below

New 1220 IP sets arrived onsite loaded up with SIP firmware
Process followed to convert SIP to Unistim
During process you have to login to the 1220 set

When the phone comes up with 03.02.16.00 SIP Firmware the screen looks like this

Login to:
Pabx.ru.ac.za
ID:
Login 123 Domain Lang

A Password is needed
We tried all the usual ones i.e.
Color*set
Admin
Admin123
Abc123
Crftpw
Craftr4
Barney
Root
Password

None worked
This was escalated to Avaya who said password would be - 4321
This also failed
It was decided to try different numbers ranging from 4 digits to 12, none worked,
so on the off chance I tried single digits, let's be honest no one in the right mind would use a SINGLE digit as a password…………………WRONG, the password on these SIP phones is '1'.
