Avaya IP Office UC Module

Hello everyone. I have a customer that has a UC module version 8.1.93 on an IP Office version 8.1.73. This UC module was replaced almost 2 years ago when Avaya had that recall on a large number of UC modules that the hard drives were defective. Anyway, the newer UC module has been fine since replacing it until now. Last week I had an incident where the AA stopped answering, so I came out and went in through "System Status" and went to VM UC Module and did a shutdown and restart. Then the AA started answering again.
This week they called me and said the One-X Portal login isn't working. I have attached a screen shot of the error they are getting. It won't even let them click on or type anything in to sign in. It just says "The system is currently unavailable, please wait." But the error never goes away or let's them login.
So I went in to the UC module signed in as Administrator and did a system shutdown. Then went to the UC module and did a manual startup after a few minutes. After a few minutes it came back up, but sign in for the One-X Portal still showed the same error.
Wondering if anyone else has seen this and what the solution was for the issue?

Update: After a little while longer, the sign in to the One-X Portal started working.
Does it normally take that long after a reboot? (10-15 minutes)
Also, still wondering if anyone has seen this before and if there was a different solution if this continues to happen?

Yes. One-X Portal is one of the last processes to come up. You can usually tell be bringing up the admin login into One-X Portal and it will say system not available until fully booted

It can seem like years on the job site if you are not ready for it.
