Avaya IP office to Draytek 2820

Hi

I have a set up as below and there is something happening that I cant explain.

Main site has an IP Office that sits behind a Juniper SRX100 (managing a 10mb Ethernet link to the outside world).
As the telco is support that and we cant dabble with it we have installed a Draytek 2830 between the Juniper and the IPO.
This allows us to link the 3 remote sites over voice vpn tunnels.

Now this is fine and the whole process works.
Each remote site has a Draytek 2830 that only routes voice over an unrestricted ADSL connection.
The sites are not particularly busy; they only have a few users.
All the sites are on an ADSL 2+ connection with high download and upload speeds for ADSL.

Up until recently everything has been fine; now we have started to get poor call quality intermittently.
It seems that one phone (no pc connected) is sending a constant stream of data about 53k in size to the IPO - no idea what this is.
Interleaving is not applied to this connection.

So the question is - why would we be getting poor call quality (h323 in use)?
Is the ADSL at fault? We cant prioritise voice as its in a VPN tunnel.

Also - why would a phone be in practically constant communication with IPO (i will need to check the router logs and set up a trap to determine at what point this starts off).
