Avaya IP Office setup PRI (E1 RC2) line with Telmex Mexico

Hi,
I'm new to this forums and Avaya IP office as well. We have 5 IP offices setup and I need some help with Mexico unit. I did setup preferred voice mail server in US and Mexico unit connects to it just fine thru SCN tunnel over SonicWall VPN tunnel. I can make an incoming phone call to the main line and it goes to Auto Attendant in US as it is programmed. I can make long distance phone calls from phones in Mexico (01 866 XXX XXXX) and I can make international calls to US (001 847 XXX XXX) and internal calls by extension woks fine. The problem I have is I can not make local calls in Mexico. Their local area code is 844. I tried different combinations but none work. I think I have a problem with short codes. Here is the list I have in user rights:
