Avaya Ip office PRI Incoming OK but Outgoing not working

We are facing problem with PRI Line. Incoming calls are ok but for outgoing calls when we dial number its blank. It shows Red Alarm Yellow Alarm & out of service.

If the error is in black, it means its no longer active.
If the error is in red than its an active alarm.

What do you get when dialing out. i.e. "No free lines", "Unobtainable" etc...
Follow the call flow. If you are using 9 as an access code, check the short code 9N/N/50main, ARS 50 Main config. Make sure the line group of the PRI is correct.
