Avaya IP Office Phones over Draytek VPN "Phone" on screen

Hi All,
I am currently installing an IP Office 500 V10.1
I have two remote sites which have 9608 handsets which connect back to the main site..
The customers IT contractor has set me up with a VLAN over the VPN's , I am currently at a remote site trying to register a phone, I input all the addresses however the phone asks for an extension, of which I then enter then it comes up with "Phone" on the screen and sticks there, I can access network settings etc however the extension is not registered on PBX, I can ping phone also,
I have done this with multiple sites before with Draytek hardware, however it's an external IT company that is dealing with, so I don't have access to it. Any ideas?

Whats doing dhcp on remote sites?
I have had problems with drayteks doing dhcp as the phones think the router is the call/file server.
If possible set the PBX to dish out IPS.
Sorry if I misunderstood your question.
 
On the Drayteks it is possible to set the DHCP 242 Option so that the phone knows where the remote IPO (and fileserver) are
