Avaya IP office IP issue

I have a VPN between two sites in different states. Site A is the main site where the system resides. Site B has one 1616 IP phone. Site A can call site B over the intercom and there is never a issue. Site B will call site A over the intercom and the phone reboots after one minute. Site B can call the LAN line and never have a issue and makes calls all day with no issues?
