AVAYA IP office Configuring dialing rules for work place App 1

HI,
Need expert advice to configure dialing rules in avaya ip office 500v2 Version 11.1.2.4.0.
the dial rules like
enable dialing rules by default
number dial access outside line
country code
area code
length of internal extensions,

kindly help me here to find a way to configure system so it can populate settings in app automatically upon configuration.
