Hi ...

if I need to connect Avaya IP Office and CM through H.323 trunk, is the Avaya Voice Networking Licence is must be activiate to accomplish this connect.

Yes, that is required, unless you use SIP but then you need SIP licences :)

h.323 in my opinion is the way to go. Troubleshooting SIP issues is getting tiresome.
