avaya ip office 1616 phones cant hear phone ring or other user answering call .

we have ip office 500 with 1616 phones. we are running version 8.1(81)
we have linked another system via network microwave link . it is also running 8.1(81)
everything is working fine except that sometimes when we call the other site from our end we cant hear the ring, we just hear silence, but the call does go thru. you start speaking "hello hello' and the other user will answer back.
the call connects but we never hear the phone ring or the other user answering the call.
out of 10 calls 9 ring normally and 1 will give us the silence.

has anyone experienced this? any tips on what to look for? I don't know if it has something to do with speakerphone volume or if it is programming.

any help would be appreciated.
 
1st thing that jumps out at me is the microwave link, too many factors can disrupt the service, I personally do not like this type of connection, too many things can disrupt the line of site such as heavy snow or rain etc... maybe a better connection is now needed.
