Avaya G450 ETR port

I am trying to connect 2 808 power transfer panels but I can't seem to figure out how to wire them from the ETR port. I thought I would measure -48v on pin 4 but I don't measure any voltage across 4 and 5. I have ETR turn on manual and the light is green on the port. What am I missing. I have reviewed Avaya docs that show the wiring but I do not have any voltage.

Look in the CLI reference. You need to use the set etr command.
