Avaya Dial out delay shorten

We have implemented a new voice system.

G430 and S8300 with CM6

When a user dials out from a speed dial it takes about 10secs before it dials the number. I understand if you put a # at the end of the number this will bypass this. Can we shorted this dial out delay? to 5 seconds? If so how do i program this into the system.
