Avaya Contact Centre 6.1 Install issues

Has anyone come accross an issue where the CCMS or License Manager services refuse to start - just giving a common "failed to start CCMS services" error. This is a new installation to a CS1k AML and all the notes have been followed (as best they can be).

The SCMU fails to start the CCMS services ??
