Avaya CMS Report discrepancy

Our help desk is using Avaya CMS Supervisor. When I look at the split skill interval report it shows average agent positions staffed per 1/4 hr increments. However the number on the report is always higher than the actual number of agents staffed for the time period. Does anyone have an explanation for this ?
