Avaya CM6.3 EC500 to Google Voice

I have a user who is using a Google Voice phone number in the same area code as our phone system. When my work cell phone (Also, in the same area code) calls her extension, it properly sends the call to Google Voice and allows her to pick it up via her handset or her cellphone. If i make the same call from a cell phone or number OUTSIDE of this area code the call does not carry to her EC500 or allow her to pick it up, however in her missed calls list it shows the number.

I am not even sure how this sounds.

Any ideas why the EC500 hand off to a number not in the same area code as the PBX would not go through?
 
Can you post list trace examples of the call failing and the call working?

 
If you're doing it per design, you need to be using ISDN trunks at least - to say, with a D channel.

Does the same scenario work to a non-google voice number?

Top of my head, you'd be sending the long distance number as "calling party number" n your setup message to the Google voice number, and something about how that's not local might be getting Google grumpy.
