Avaya CM2.2 on S8700, Can't change park extensions

I have an S8700 pair running CM2.2 EE. I'm trying to change the start extension for the common shared extensions on page 3 of the console-parameters screen. Regardless of what value I put in, or even if I just blank the start and count fields, I get the error "Referral Call or Background BSR Polling in progress, cannot disable feature" when I hit F3 to save (using ASA).

I've removed the busy-indicators for the park extensions from the attedant consoles, I don't have a call center at this site and I'm not running BSR. I've tried busy'ing out the ports the attendants are on. I've interchanged the servers (sometimes that helps). I've done a reset system 1.

What have I missed? I'm sure it's something stupid but myself and another tech at my company are stumped.

you should probably call AVAYA, but you won't get much response from them, since they no longer support CM2.2 (minimum support is now at CM 3.1.4), you relaly should consider upgrading those. They might help you for $600/hour, but even then, if they did find a bug, they would not be willing to create a patch for it...
